San Leandro Hospital ILWU Bargaining Update #4
On Thursday, May 7th San Leandro Hospital (SLH) met with the International Longshoremen and Warehouse Union (ILWU), Local 6 to negotiate and secure a new collective bargaining agreement that is clear, comprehensible and easy to interpret by staff, managers and SLH.
The hospital presented three proposals including updated language on seniority that clarifies the “seniority like” rights of short hour and services-as-need employees, and the definitions for the four employment categories.
ILWU presented three proposals including employment categories, the process for a reduction in force, and how vacant positions are filled. We will be evaluating these proposals in order to respond accordingly.
Tentative Agreements Reached
As part of the bargaining process SLH and ILWU have reached an agreement on the following articles, which will go into effect after negotiations have concluded and a full agreement has been reached.
- Article 4 – Seniority and Probation. The parties agreed on updated language to clarify the “seniority like” rights of short hour and services-as-needed employees, defining employees rehire rights, and what constitutes a break in seniority.
- New Article – Daily Cancelations. The parties agreed to a defined process on how to adjust staffing if necessary, due to a sudden decrease in workload. This includes multiple points of mitigation prior to cancelation such as allowing impacted employees to use PTO, take unpaid leave, or be assigned alternate work if it exists and they are qualified.

AHS is committed to the bargaining process and will continue to meet and bargain in good faith to reach a fair agreement that provides competitive salaries and benefits and ensures our ability to meet the needs of those we serve in a sustainable manner.
The next ILWU Local 6 San Leandro Hospital unit bargaining session is scheduled for May 15, 2020.
